Canada’s Rural Community Immigration Pilot (RCIP) offers a unique pathway to permanent residency by encouraging skilled workers to settle in smaller, welcoming communities.

What is the Rural Community Immigration Pilot (RCIP)?

RCIP was launched in 2025 to address labour shortages in Canada’s rural areas by attracting skilled foreign workers. By obtaining a job offer from a designated employer in a participating community, eligible candidates can apply for permanent residency, contributing to the local economy and community growth.

At the same time, the Francophone Community Immigration Pilot (FCIP) was also introduced, sharing many of the same goals and structure as the RCIP. Nigerians can now get Canada PR without express entry and you don’t have to be in Canada to qualify. Just secure a job offer from a designated small town, and you could be on your way to becoming a permanent resident.

Who Can Apply?

To apply for permanent residence to Timmins, Ontario through the RCIP or FCIP, you must have:

A job offer from a designated employer in the community

Have at least 1 year (1,560 hours) of related work experience in the past 3 years

Meet language proficiency requirements by taking an approved test 

CLB 5 or higher in IELTS (General Training)

Have a Canadian educational credential or the foreign equivalent

Prove you have enough money to support your transition and your family’s transition into the community

Intend to reside in the community

Who’s Eligible?

Skilled workers with experience in:

Healthcare (e.g., nurses, lab technologists)

Trades (e.g., electricians, mechanics)

Education and Social Services

Business and Finance

Natural Resources and Agriculture

Steps to Apply:

Secure a Job Offer: Apply to designated employers in Timmins. A list of these employers will be available on the TEDC website.

Community Recommendation: Once you have a job offer, your employer will submit an application for community recommendation during the monthly intake periods.

Apply for Permanent Residency: With a community recommendation, you can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residency.
